Position Title: Assisted Living Administrator

Accountable To: President/Chief Executive Officer (CEO)

Date Approved: July 1, 2011

Objective:

To provide leadership and direction to Accessible Space, Inc. s assisted living services in order to ensure the health and safety of all residents, appropriate training and supervision of staff, and compliance with all regulatory requirements and standards. To provide direction, development, and support of staff and to promote and expand the provision of services in fulfillment of the mission and goals of ASI.

Specific Responsibilities:

*1. Administer ASI s Assisted Living services in a manner which ensures quality service, regulatory compliance, and fiscal responsibility.

*2. Remain aware of regulations governing the provision of Assisted Living services to ensure that ASI policy and practice remain consistent with regulation. Serve as the point of contact for compliance questions or surveys.

*3. Administer ASI Program and Service Policies to achieve goals of quality service, financial management, and high occupancy. Develop policy revisions for implementation by Program Administrators with Site Supervisors. Develop service modifications in response to regulatory change.

*4. Hire, train, and supervise the Assisted Living Compliance Coordinator/Case Manager, Program Administrators, Nursing Supervisor, Northern Minnesota Service Liaison, and the Program Assistant in a manner that ensures staff understand their responsibilities, have the resources to be successful, and are regularly and fairly evaluated. Collaborate with staff to review and approve qualified candidates for Site Supervisor positions.

*4. Oversee and support the Northern Minnesota Service Liaison s efforts to market services and housing to social service agencies. Gather community or housing information when requested.

*5. Monitor financial performance of service sites (i.e., authorized hours, vacancies, overtime hours, etc.) and develop appropriate summary data for Program Administrators. Set administrative priorities for services and programs with implementation by Program Administrators.

*6. Work with Program Administrators to oversee documentation standards of residents personal care service delivery in accordance with resident needs, the plan of care, assisted living requirements, and program policies.

*7. Oversee risk management procedures for resident services through the High-Risk Committee, including new resident orientation, site staff training on procedures, and complaint resolution. Review Program Administrators discontinuation of service, management of resident service issues, and applicant approvals for procedure compliance and program goals. Provide service appeals and complaints resolution. Participate in ASI s Risk Management Committee.

*8. Monitor regular site reviews (Site Self-Surveys) through the ASI Assisted Living Compliance Coordinator, Program Administrators, Nursing Supervisor, and Site Supervisors. Supervise resident survey completion. Monitor internal adult protection reports and coordinate appropriate responses.

*9. Expand ASI s assisted living services to very low-income adults with disabilities as well as seniors in Minnesota and other states. Oversee new service site openings, including resident orientation and service initiation.

10. Ensure efficient operation of intake for all service vacancies. Review denials through the Assisted Living Compliance Coordinator, Nursing Supervisor, and Program Administrators.

11. Negotiate and manage service contracts and grants for Minnesota s Department of Health, Service Coordinators, and Public Housing Agencies of Saint Paul and Minneapolis, in conjunction with ASI s Contract Specialist.

*12. Maintain quality assurance standards with the appropriate regulatory and licensing agencies. Oversee revisions to the Standard Operating Procedures, compliance with regulations, Data Practices Act, and Vulnerable Adults Act.

*13. Track federal and state legislation impacting ASI and prepare written legislative updates as requested by ASI s President/CEO.

*14. Attend ASI Board of Directors meetings and present written/verbal reports on ASI program/service developments as directed by ASI s President/CEO.

*15. Implement the ASI Strategic Plan as it affects ASI programs and services. Oversee the department s strategic planning process.

16. Perform the general administrative duties related to the position of Director of Programs.

17. Other related duties as directed by the President/CEO.

* Essential job function

Qualifications:

Related Bachelor s Degree, or equivalent combination of education and experience.

A minimum of three years of demonstrated experience in the management operation of a large, nonprofit social service agency or function.

Demonstrated ability to lead and manage a professional staff.

Excellent communication and facilitation skills.

The ability to lead and collaborate in a respectful and effective manner.

The ability to travel to service sites. Some overnight travel may be required.

Supporting Qualifications:

Masters Degree in a related field.

Prior experience working with persons with physical disabilities and/or brain injury.

Specific knowledge of the Minnesota Assisted Living Regulations, Medical Assistance Program, U.S. Department of Housing and Urban Development Section 202/Section 811 Programs, and county social service offices.

Proficiency with personal computers and standard business applications.

Strong written and verbal communication skills.

Dependability, initiative, strong organizational skills, ability to analyze service data for program planning, and the ability to work independent of supervision.
