This position can be located at either Minneapolis, MN or Louisville, KY.
Develops and implements purchasing, policy, procedures, and budgets that support the Division business objectives. Manager has total responsibility for meeting the Procurement and service requirements of customer specifications and contracts within cost, schedule, and quality constraints. The manager is also responsible for supporting all business units in acquiring new business by maintaining a competitive materials organization.
Primary Duties and Responsibilities:
--Plan, organize, lead, direct and control the procurement process from the proposal stage through shipment of the product by integrating the requirements of engineering, manufacturing, suppliers, quality, and other functions necessary to achieve best possible product development.
--Plan, direct, and determine resources necessary to effectively manage the procurement process.
--Ensure that the Site is in compliance with the Federal Acquisition Regulations, Public Laws, and LOB Procurement Policies and Procedures relative to the purchasing of materials. Functional area supervised is purchasing.
--Develop departmental budgets and control all expenditures.
--Direct the investigation, evaluation, and selection of suppliers in accordance with contractual and corporate objectives of supporting small and small disadvantaged businesses.
--Work closely with customer to understand specified and implied requirements to deliver materials that provide best value.
--Advise management on purchasing strategies and suggest improvements in processes or techniques, such as automating manual activities.
--Provide proposal pricing support by estimating the cost of purchasing and inspecting for all materials.
--Plan, negotiate, and administer purchase orders, subcontracts, amendments, consultant agreements, and related instruments.
--Manage the performance appraisal process and ensure that employees are being developed and trained within schedule and budget constraints.
--Maintains a safe work environment and ensures compliance with safety objectives and policies.
--Provides leadership for the shared responsibility of employee development. Shares responsibility of self-development with immediate supervisor.
Relevant Bachelor?s degree or equivalent plus additional 8 years relevant experience; or relevant Master?s degree plus 6 years experience.
--Ability to manage multiple material disciplines from proposal support through subcontract administration.
--Technical knowledge of commodities purchased.
--Understanding of Federal Acquisition Regulations, Public Laws, and Corporate Controllers Operations procedures.
--Ability to oversee all Purchasing functions and ensure compliance with all Government and LOB policies and procedures.
--Demonstrated ability to manage the Purchasing process for large programs through subordinate levels.
--Ability to evaluate and solve complex technical and business problems working with direct reports, engineers, suppliers, and others that require extensive investigation and analysis, and innovative solutions.
--Knowledge of trends in industry and the supplier community, what competitors are doing, pending procurement legislation, and knowledge of the division?s business, strategy and future plans.
--Ability to hire, develop, motivate, direct, and retain staff.
--Ability to plan strategically.
--Ability to effectively represent the Company.
--Excellent communication skills.
Preferred Skills:
--Master?s degree in Business Administration.
--Working knowledge of the FAR, DFAR, FAR/DFAR supplements and GSA
