Leads the proposal, negotiation, and administration of complex proposal and subcontract activities in accordance with company policies, legal and customer requirements with limited guidance or supervision from the Subcontracts Manager. Interprets and communicates business commitments and
alternatives to program team and management.

Primary Duties and Responsibilities:
--Maintains an in-depth knowledge and working understanding of the U.S. Government Acquisition and Procurement environment, the BAE Systems Contracts function and relevant company policies and procedures,
commercial contracting methods, FAR/DFAR, export and other government regulations. Can provide research, guidance and limited solutions to other functions regarding procurement practices for moderate impact business
problems and issues.
--Independently leads and supports moderately complex proposal activities including, but not limited to analysis of prime contract solicitation requirements, preparing summaries and developing strategies and actions based on the
analysis, with attention to the financial and business risk of the proposed effort, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the Subcontract request for proposal may be submitted, identifying and recommending potential sources, preparing the request for proposal documents and submittal to prospective suppliers; preparing source selection criteria recommendations for complex RFPs;
reviewing the technical and pricing proposals received for accuracy , consistency, and responsiveness.
--Responsibilities also include coordinating with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to
completion of contractual documents.
--Researches and develops independent recommendations on proposal and contract content. Ensures that all necessary functions review recommendations and terms, with minimal direction and guidance needed from the
Subcontracts Manager. Leads subcontract negotiations independently on moderately complex subcontracts and collaborate with subcontractors and Law in definitizing and completing the contract under general guidance from
the Subcontracts Manager.
--Performs complex cost and price analyses on assigned projects to ensure they are prepared and submitted in strict
accordance with applicable business guidelines, prime contractual provisions and Company policy. Coordinates with other disciplines including DCAA Audit, provides findings and makes independent
--Recommendations for targets.
--Schedules and conducts functional reviews as required to ensure that (1) appropriate reviews are conducted, and (2) required review and approval signatures are obtained before requesting proposals or the execution of
contractual documents. Leads or supports fact-finding and other audit activities on moderately complex subcontract actions. Develops and provides resolution of findings.
--Independently prepares and executes various agreements encountered in the business using routine templates, such as Non Disclosure Agreements (NDAs), Teaming Agreements, Memorandum of Understanding, Strategic Alliances, and others as the opportunity presents. Prepares contracts and changes for contracts that have moderate business or technical risk. Participates in the negotiation of various agreements, and coordinating any legal
reviews as appropriate.
--Acts as the primary point of contact between the Subcontractor and the Company for assigned moderate risk subcontracts and projects including auxiliary agreements . Drafts, prepare, and execute internal and external
correspondence independently. Interprets program status and makes recommendations directly to Program team independently.
--Administers all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal
requirements and other commitments. Reviews and assesses documentation of peers.
--Compiles and maintains all required contractual records and documents in accordance with contract requirements and Company policies and procedures. Serves as the official repository for all contractual documentation and
correspondence relative to assigned contracts. Oversees certain peer group documents. May conduct audits. Makes recommendations on process
improvements.
--Participates in final stages of assigned contracts by (1) verifying completion of all commitments, and (2) performing assigned activities associated with subcontract closeout.
--Resolves closeout issues. Identifies process gaps and makes recommendations.
--Contributes to the formulation of new concepts, techniques, and standards, provide market intelligence and development of market strategies for the business organization and the Subcontracts function; contributes to the
input for the overall objectives and goals for the organization.
--Continues training to increase process and business knowledge; contributes to development of training materials.
--Contributes to specialized knowledge in an area of contracting such as, but not limited to international contracting, certain subcontracts types, commercial contracting, joint ventures, strategic alliances and intellectual property.
--Maintains up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications.
--Contributes information to peer group on new developments and programs.
--May direct teams of peers or less senior personnel.
--Maintains a safe work environment and ensures compliance with safety objectives and policies.
--Shares responsibility of self-development with immediate supervisor. Assists organization in identifying and providing opportunities for less experienced personnel to grow their skills and capabilities.

Bachelor degree + up to 8 years relevant experience; or Masters degree + 5 years relevant experience; or JD degree + 0 years experience.

Knowledge,Skills, Abilities:
--Ability to exercise discretion and independent judgment.
--Ability to communicate effectively both orally and in writing.
--Good planning, time management and organization skills.
--Sound interpersonal skills used when interfacing, coordinating, and negotiating with Company personnel, customers, and suppliers.
--Up to date basic computer skills to prepare appropriate reports and documents.
--Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
--Ability to develop/demonstrate research and presentation skills.
--Ability to develop and maintain professional and effective relationships with internal and external customers.

Preferred Skills:

Has a solid set of basic business management skills and has worked in moderately complex technical businesses.
